permissible estimates

Hi All,

I have a scenario. I want to know, how can we restrict the number of possible estimates.

the thing is:

We can estimate meter reading and proceed with billing.

But how can we restrict the number of time we can consecutively estimate an installation.

Do we have a setting or configuration with which we can restrict the number of consecutive estimates.
